Most Lombok restaurant files we see start with a deposit on a Senggigi or Kuta Lombok shophouse, then a scramble to match the menu to a KBLI. Flip that order. This is a business-setup file first: PT PMA, KBLI, OSS/NIB, Sertifikat Standar and sector PB UMKU decide whether the lease is usable.

Planning a restaurant in Lombok? Align the company, licences and stay permit before you commit to a lease. Start with ILA’s business setup and PT PMA service pages, then book a meeting with ILA or WhatsApp +62 878 8811 9963.

Start with a PT PMA, not a nominee shortcut

If foreigners hold shares, use a PT PMA. Informal nominee shareholding to look “local” creates corporate and immigration risk. Capital and investment-plan thresholds under BKPM Regulation 5/2025 apply; we map them to your KBLI and location in the file, without publishing figures here. Company registration steps sit on our company registration in Indonesia page.

Bali’s 2026 provincial OSS closures for selected KBLI codes do not automatically apply in West Nusa Tenggara. We have not seen an NTB closed list that mirrors Bali’s eighteen codes. Requirements can still differ by regency, so we check current local practice for your site before the deed.

File 56101 as Restoran, not warung

Sit-down restaurants map to KBLI 56101 (Aktivitas Penyediaan Makanan di Bangunan Tetap under KBLI 2025). On OSS detail pages checked 3 Nov 2026, the kegiatan Restoran is listed Mikro through Besar, so it is open to PT PMA. Risk is Menengah Rendah, with a Sertifikat Standar from the Bupati or Walikota. PB UMKU items include a hygiene sanitation certificate, a food-premises label, and SKPL-A / SKPL-B/C where alcohol is sold.

Under the same code, Rumah/Warung Makan is Mikro/Kecil only. That line is not open to PT PMA. We see founders try to ride the warung kegiatan to look smaller. Do not.

A bar-led concept needs KBLI 56301 as a separate activity: Menengah and Besar on OSS, Menengah Tinggi risk, Sertifikat Standar from the Gubernur plus SKPL. SKPL supports alcohol sales; it does not replace the right KBLI. Code context: KBLI 2025. Location context: setting up a company in Lombok.

OSS path after the deed

  1. Notarial deed and Ministry of Law approval.
  2. OSS account and NIB.
  3. Basic requirements for the site: KKPR, environmental document as required for scale, building approvals.
  4. Sertifikat Standar for Menengah Rendah restaurant risk.
  5. PB UMKU: hygiene, food-premises label, SKPL if you serve alcohol.

A kitchen needs a real premises profile in OSS. Virtual-office shortcuts that sometimes appear in consultancy marketing are a poor fit for customer-facing F&B.

Environmental document type (SPPL versus UKL-UPL) and any tourism registration names used by the local dinas can differ by regency. We check the current local rules for your location rather than promising a single NTB template.

Lease, building and alcohol before fit-out

  • Confirm the shophouse can lawfully be used for F&B under local spatial planning.
  • Check whether a change of building function triggers PBG and SLF.
  • Plan kitchen water, waste and grease. Hygiene inspection looks at practice, not only paperwork.
  • If you will serve alcohol, treat SKPL as its own workstream on our alcohol licence service page; Lombok application details are confirmed against current NTB practice for your file.

Lease diligence matters as much as the licence list: who owns the land, what the certificate says, whether the landlord can grant F&B use. Property context: buying property in Lombok.

KITAS for people who will actually work

Company registration does not authorise a foreign founder to cook or manage. Foreign directors, managers and chefs on the floor need a matching KITAS, usually a working KITAS sponsored by the PT PMA. Passive shareholding and day-to-day management are different questions.

A two-year investor KITAS is available where your personal shareholding in the sponsoring company meets the immigration minimum; otherwise plan a one-year working KITAS when you need to work. See working KITAS and investor KITAS. Do not open with tourist-stay foreigners “helping on the floor”.

Tax, LKPM and halal as separate tracks

The company obtains its NPWP through OSS and the tax system, then keeps monthly withholdings and the annual return. A PT PMA also files LKPM from the NIB, including before opening day. Guides: LKPM, PT PMA compliance and accounting and tax.

Halal obligations for food businesses have been tightening nationally in phases. Treat product-list readiness as its own track; the exact phasing for your menu is checked against current national rules when we open the file.

What we do on Lombok restaurant files

We map PT PMA structure and 56101 Restoran coding before the lease, coordinate OSS and PB UMKU, and align KITAS with whoever will work. Senggigi and Mandalika corridors often add informal scrutiny on noise, parking and waste even when the NIB exists. Build that into the premises plan.

Frequently asked questions

Can a foreigner own a restaurant in Lombok?

Usually through a PT PMA, using the restaurant kegiatan under KBLI 56101, which OSS lists as open through Besar. We still check NTB local practice for your regency before you instruct a notary.

Why does OSS also show Rumah/Warung Makan under 56101?

Same code, different kegiatan. Warung is Mikro/Kecil only and is not a PT PMA path. File as Restoran if that matches what you actually run.

Is an NIB enough to open the doors?

For a PT PMA restaurant at Menengah Rendah risk, plan on a Sertifikat Standar plus hygiene and food-premises PB UMKU, and SKPL if you serve alcohol. Spatial and building approvals for the site sit beside that.

Can I cook and manage on a visit stay while the company forms?

No. Ownership and work are separate. Foreigners who will manage or cook need the right KITAS before they work.
