The SKTT (Surat Keterangan Tempat Tinggal) is a population-registration document for foreigners holding an Izin Tinggal Terbatas (ITAS), commonly referred to as a KITAS. Skipping this step after receiving your KITAS can cause complications.

Your KITAS confirms your legal stay in Indonesia, but it does not register your address. The SKTT is a separate requirement, with its own process and deadlines.

This guide covers what the SKTT is, when to register, required documents, and common mistakes that may delay applications. At ILA Global Consulting, we help you stay compliant and keep your process on track.

What Is an SKTT?

The Disdukcapil (Dinas Kependudukan dan Pencatatan Sipil), or local Civil Registration Office, issues the SKTT. While the KITAS confirms your legal stay in Indonesia, the SKTT registers your residence with local authorities.

The SKTT contains your NIK (Nomor Induk Kependudukan), Indonesia’s population identity number. Banks, mobile providers, and vehicle registration offices may require your NIK for administrative purposes.

When you convert from a KITAS to a KITAP, the e-KTP (KTP Orang Asing) replaces the SKTT.

Durée Définition
Disdukcapil

Nomor Induk Kependudukan

e-KTP Orang Asing
Kartu Tanda Penduduk Orang Asing
An electronic Indonesian identity card issued to eligible foreign nationals holding a permanent stay permit (KITAP), serving as their official identity document within Indonesia’s population administration system.

Who Needs an SKTT and When Should It Be Registered?

Every foreigner holding a KITAS, whether for work, investment, marriage, retirement, or another category, needs an SKTT to stay properly registered.

The general rule is to report to Disdukcapil within 7 to 14 days of receiving your KITAS, but the exact reporting window and penalties for missing it vary by region.

The SKTT is typically valid for the same period as your KITAS and must be renewed when your KITAS is extended.

Is an SKTT the Same as a Domicile Letter?

An SKTT (Surat Keterangan Tempat Tinggal) and a Domicile Letter (Surat Keterangan Domisili) serve different purposes and follow different administrative procedures. The Domicile Letter confirms your local address, while the SKTT is formal proof of residence registration issued by Disdukcapil.

You can obtain a Domicile Letter from your local community authority, such as the banjar in Bali, RT/RW, kelurahan, or building management. Use it as supporting documentation when applying for your SKTT.

The SKTT records your residence in the civil registration system and includes your NIK. This is your official link to Indonesia’s population database.

Many administrative processes require both documents. For example, when extending your KITAS or KITAP, Immigration or Disdukcapil often requests both the Domicile Letter and the SKTT.

If you move, update both your Domicile Letter and SKTT to reflect your new address. Inconsistent documents may delay your applications.

Durée Définition
RT/RW
Rukun Tetangga/Rukun Warga
Local community administrative units in Indonesia that support neighborhood-level administration, including the issuance or verification of certain documents relating to a resident’s address.
Banjar A traditional community organization in Bali that carries out social, cultural, and administrative functions at the local community level.
Kelurahan An administrative division within an urban area in Indonesia, headed by a lurah and forming part of the local government structure below the kecamatan level.

What Documents Are Required for an SKTT?

SKTT document administration

Requirements may differ between Disdukcapil offices, but the following documents are commonly requested:

  • A valid passport
  • Your KITAS card
  • A Domicile Letter from your local RT/RW, banjar, or building management
  • Your sponsor’s KTP and Kartu Keluarga, if applicable
  • A Surat Keterangan Lapor Diri (arrival report) from Immigration
  • A police report (STM), if required by the local office

Delays often occur due to address inconsistencies. Ensure the address on your SKTT application matches the one on your KITAS.

If you have moved since your KITAS was issued, complete an address mutation with Immigration before Disdukcapil can process your SKTT.

What Common Mistakes Can Delay an SKTT?

Several issues can cause delays during the SKTT registration process:

  • Address mismatch: Ensure your SKTT, KITAS, and Domicile Letter all show the same address. Any inconsistency will hold up your registration.
  • Missing the reporting window: Many foreigners only address their SKTT when a bank or renewal deadline requires it. Address it promptly within the reporting period to avoid unnecessary complications.
  • Not updating after moving: If you change address, update your KITAS, Domicile Letter, and SKTT records immediately. Delays here can disrupt your legal status.
  • Confusing SKTT with other documents: SKTT, Domicile Letter, and e-KTP each serve a distinct purpose and follow separate processes. Make sure you apply for the right document for your needs.
  • Incomplete sponsor documents: For spouse KITAS holders, your sponsor’s details must match current civil records. Outdated KTP or Kartu Keluarga will slow down your application.

Why Is It Important to Register Your SKTT Correctly?

The SKTT is more than a formality after your KITAS approval. It provides your NIK, required for administrative matters like opening a bank account, registering a vehicle, and extending your KITAS.

If you have just received your KITAS, ILA Global Consulting can handle your SKTT registration from document preparation through submission to Disdukcapil.

We review your address and supporting documents before submission to avoid mismatches and delays that commonly disrupt the process. Contact us to secure your SKTT registration and keep your residency paperwork moving forward.

Questions fréquemment posées

How long does an SKTT stay valid?

The SKTT generally matches the validity of your KITAS and needs to be renewed when your KITAS is extended.

Do I need an SKTT if I hold a KITAP instead of a KITAS?

No. Once you convert to a KITAP, the SKTT is replaced by the e-KTP (KTP Orang Asing), Indonesia’s ID card for permanent residents.

What happens if I move to a new address?

Update the relevant Immigration and Dukcapil records when your residential address changes. The procedure depends on whether you are moving within the same area or to another regency, city, or province. Keeping your records consistent helps prevent delays in future administrative processes.
