What Is KITAS?

KITAS (Kartu Izin Tinggal Terbatas) is a limited stay permit that allows foreigners to live in Indonesia for a specific purpose. The appropriate category depends on why you want to reside in Indonesia and what activities you intend to undertake.

Common KITAS pathways include:

KITAS validity varies by category. Most KITAS types are granted for one or two years, though some categories have shorter or longer terms. For instance, a Working KITAS (E23) is typically valid for six months to two years. An Investor KITAS (E28) is usually issued for one or two years and is renewable.

Eligible KITAS holders can qualify for KITAP, Indonesia’s permanent stay permit, after a qualifying period of residence. The route and requirements depend on the KITAS basis.

What Is KITAP? 

For many applicants, KITAP (Kartu Izin Tinggal Tetap) is available after completing the required period of residence under an eligible KITAS or other qualifying residence pathway. 

The eligibility period depends on the basis of your ITAS. For workers, investors, religious workers, and elderly foreign residents, Immigration generally requires at least three consecutive years of residence in Indonesia before conversion to ITAP. Different rules apply to certain family-based applicants, including foreign spouses of Indonesian citizens.

KITAP is generally issued for five years and can be renewed while the holder continues to meet the applicable requirements 

KITAP may suit foreigners already residing in Indonesia who want a more stable, long-term immigration status without relying on short-term residence permits.

What Is the Golden Visa?

Indonesia’s Golden Visa provides a longer-term stay option for foreigners who meet the requirements of an eligible category. Depending on the category, the permit can provide five- or ten-year residence and does not require the applicant to hold a KITAS first. 

There are several categories in the program, such as:

  • Investor categories: Available to qualifying individual and corporate investors, with investment requirements varying by category and intended period of stay. 
  • Other eligible categories: These include Second Home, global talent and special expertise, distinguished individuals, and Silver Hair, each subject to its own requirements. 
  • Diaspora categories: The E32A and E32B categories cover certain former Indonesian citizens and their descendants.

The Golden Visa may therefore be relevant to investors and other eligible applicants who want a longer fixed-term residence option without following the traditional KITAS-to-KITAP route.

What Is the Global Citizen of Indonesia (GCI)?

The Global Citizen of Indonesia (GCI), launched on January 26, 2026, is Indonesia’s latest long-term residency solution. It provides an indefinite permanent stay permit with no fixed expiry date. 

GCI does not grant Indonesian citizenship. You will not receive voting rights or the ability to hold political office.

Instead, GCI removes the regular renewal cycle. Once approved, GCI holders only need to report to the authorities every five years.

There are seven GCI index codes:

  • E32E: Former Indonesian citizens
  • E32F: Former Indonesian citizens with special expertise
  • E32G: Descendants of former Indonesian citizens up to the second degree
  • E32H: Descendants of former Indonesian citizens with special expertise
  • E31A: Foreign spouses of Indonesian citizens
  • E31B: Foreign spouses joining a qualifying ITAS or ITAP holder
  • E31C: Children from a marriage between an Indonesian citizen and a foreign national

The GCI framework offers a practical solution for those seeking an unlimited stay in Indonesia without giving up their citizenship. However, it does not grant Indonesian citizenship or political rights.

If you are a former Indonesian citizen or a qualifying descendant, your financial and income requirements depend on your category. Family-reunification applicants are often exempt from the immigration guarantee. Those applying under special skills may need an invitation or a statement of urgency from the central government.

GCI provides indefinite residence, but permitted work and income-generating activities depend on the holder’s specific GCI category and applicable Indonesian employment regulations. Holders should not assume that indefinite ITAP automatically provides unrestricted employment rights in Indonesia.

Which Long-Term Residency Option Fits Your Situation?

Your most suitable pathway depends on your immigration status, purpose of residence, investment plans, employment situation, and any Indonesian family or lineage connections.

KITAS may be the appropriate starting point if you plan to work, invest, retire, or live in Indonesia under a qualifying temporary residence category.

After living in Indonesia with a valid KITAS and meeting permanent residency requirements, the next step is usually to apply for a KITAP.

If you meet the investment or other specific requirements and want a longer fixed-term residence without first obtaining a KITAS, the Golden Visa offers a direct route.

No. GCI is intended for foreigners with a qualifying connection to Indonesia, such as previous Indonesian citizenship, Indonesian descent, or an eligible family relationship. 

Which residence permit is best for foreign investors?

The appropriate pathway depends on your investment structure, intended activities in Indonesia, desired duration of stay, and eligibility. Does KITAP expire?
